I Received my PER yesterday.
So, i just have some queries-
1- There is no Visa office Mentioned.(I have applied from india(Delhi)), is it normal ?
2- What would be the next step?
3-What are the chances that i will get entry to canada.

Enjoy.... as of now just relax... you will get another confirmation from the VO and thats is when you will know about the VO.
If you have no fake in work exp, no criminal record and no medical issues you are through and will land in Canada by the end of 2015...

Pls my question is on this generic form for nov and dec application form that does not have visa office. Where will our application be processed after receiving PER?

It depends on which VO is relatively less loaded ... this is a trend only this year and hope this is for faster processing of the backlog to move on to EE...
