Does cic issue PER based on App receive date or dd encash date? 28nov applicant got PER in 2172, still waiting for per 26 NOv applicant

I called CIC yesterday.. they couldn't find my file ... the file reached NS on November 21 NOC 2171
they said: it's either sent back to you or not opened yet
my question is do they send files back without opening them? and if it was sent back shouldn't they have a date for that?
I didn't receive the application yet.... so where is it?
other members are saying that 2171 was already capped on 2nd September... then why the cap limits were not updated on CIC website?
CIC call center agent told me that my only option is to wait....

Hi.. dont worry about your file.. I had filed and application for 2171 NOC appl received date was Oct 16th.. My file has been dispatched from CIC on Feb 11, 2015.. So may be you will have to wait for another 1 month till november files are being returned..

I'm also Dec 15th applicant NOC 2172 and I confirmed with CIC that my application is with CIC...But no updates on the 2172 CAP...

Hi.. dont worry about your file.. I had filed and application for 2171 NOC appl received date was Oct 16th.. My file has been dispatched from CIC on Feb 11, 2015.. So may be you will have to wait for another 1 month till november files are being returned..

Yes we checked the cap even after they received our file and it was still opened.

Hi All,

We submitted our papers me and my husband under NOC 2173 in the last week of September 2014, by Courier, we didn't receive the PER yet and we checked with the bank about a month ago, the cheaque was not cashed yet, should we start getting worried, should we call them or wait?
Now the online system is working, should we consider reapplying!!?
We are really in a dilemma here! please help.

My purpose is not to disappoint you but it is fact that 2173 cap has been reached around 12-Aug-14 as many applicants who applied after that already got their packages back due to cap fill but there might be delays due to some(unknown) reasons . Certainly you should apply in express entry as early as possible.
CIO number is +16139444000 ; select the appropriate options and then remain on hold when it asks for the UCI# to enter; after third time it will take u to the agent.

That is NOT what you have stated earlier.. you said you dont know, assumed perhaps it is job duties or soething..

No idea abt my 2172 Dec 15 application.. I am almost calling them every India evening.. but they dont have track for that application. They say may be its not opened and its too early to contact us.. May be wait for like a months time.. you may get some update.. Side by side, I have emailed CIC query center asking for application status of Dec 15th.. Lets c.. Its just been 7 days as of now..

2172 Cap reached what???, No way because when cic release Cap on dec 3rd week it was only around 450 Applications, In 15 days 550 application received... :-\ :-\ :-\ :-\ :-\

PER is issued based on how ealry your Job background verification is done.. It doesnot depends on your Application received Date.. So stay clam.. and hopefully its your turn next!!

I am also not sure of the exact reason... will have to wait until my file is returned bck.. My job duties were as follows for 2172 NOC:
 Interact with Client to identify, understand and document existing application requirements which best suits and fits for the development process.
 Design, implement and test the data models related to the functional testing, security testing, and testing related to data sources.
 Involved in writing SQL database queries that are comprehensive accurate and repeatable to test all type of scenarios & data model as well as to fetch results to conduct data analysis.
 Collect and Analyze raw data, draw conclusions, develop recommendations & upload data by performing data mining to maintain the client Database system.
 Perform data modelling activities to assist clients in their data warehousing and reporting needs.
 Recommend database management tools based on project requirements and help in their implementation.
 Develop project's database architectures based on technical and functional requirements of business application.
 Possess and implement knowledge of Stored Functions, Procedures and Database Triggers.
 Co-ordinate and co-operate with other team members, team lead and Database Administrator during the design, development and testing phase.
 Provide End-user Training and work on documentation for customer reporting purposes.

Dont think it should not be considerable... I think these are completely valid.. Not sure what the reason of rejection can be n what can be missed.

2. Dec 15 - 2172 - for which have been calling them again and again to know the status
In call 1: the guy told me that it has been returned bck with reason that something is missing
Call 2, Call 3: The guys are not able to keep track of my Dec 15 file and say like its too early to call for sttaus now.. wait for like a months time.. As of now it has not been opened..

I hope m clear with my files status now..
