Please find below the reply from some forum member to a applicant refused due to IRPA.
IRPA means Immigration and Refugee Protection Act ( IRPA )

The details depend on the date you submitted your application but to give you sense , you can see the summary of what constitutes a complete application in section 7.1 of OP-6 at http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf

"Applications received at the CIO will first be reviewed for completeness pursuant to R10, including the following required forms, fees, information and documents:
• required forms, including a signed and completed IMM 0008E GEN containing the name, birth date, address, nationality, marital status and current immigration status of the applicant and all family members (whether accompanying or not), and identifying the principal applicant, properly completed Schedule 1's for the principal applicant, his or her spouse or common-law partner and all dependent children aged 18 and older listed on the IMM 0008, as well as a properly completed Schedule 3 for the principal applicant;
• the results of the principal applicant's English or French language test from a designated testing agency (see section 12.6)
• evidence of payment of the applicable fees (please see Section 5.4 for more information on fees);
• the visa, permit or authorization being applied for;
• the class in which the application is made;
• the Use of a Representative form, if appropriate;
• a signed statement to the effect that the information provided is complete and accurate
• any information and documents that may be required by the Act and Regulations."

And also since "June 26, 2010, a valid official language test result from a designated language testing agency must be submitted as part of the application."

Before you re-apply, check if you qualify for one of the NOC codes at http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp. Several are closed off for this year and we don't yet know what the new instructions will be for July so keep looking if you're not in luck now.

It was under cap , it is refused because regulation 10 IRPA does not meet..I m still investigating the cause

A question regarding EE. Can I and my husband both make a profile in Express Entry as primary applicant keeping each other as secondary applicant and whoever gets the job will take the application ahead.Is it possible?

Any one who's application received date at CIC is more than 15th September and their CC/DD is charged??? 2172 is stuck at 172 :(
 
Mine was received on 10 Oct for 2172, but no CC charge yet.

I know one from the forum whose app reached 9/25 week and he was charged.

Please post any other details you have for 2172. There are very few updates on this NOC.
 
Still in Dilema, What happened to 2171 Noc October applications, I am 24th Oct applicant and not sure what is happening, I didnt get my file yet back, when can I expect or what is giong on.... ??? ??? ??? ??? ??? ??? can some one help!!!

Thank u so much for reply.My husband has score of 5.5 in one of the IELTS section.So does he need to update his IELTS score first and then only he will be allowed to create profile in express entry system or he can create his profile in EE with current score and look for a job , if he finds one he can update his profile with new score and job details. Is it possible?

Hi Friends..

I have applied under 2173 and my application was received by CIC on 23rd October'14. My DD has not yet been encashed nor was my file returned.

Did i make it in to the cap given the scenario?

Can someone provide information on latest DD charged and latest PER dates for 2173.

Your third line should read "We received the Medical results" ofcourse after the medical and when your eMedicals reach CIC
