can you please be more specific? I meant under which main category/tab "client details", "eligibility", or "application"? or what's phrase above it and under it?
I went thought out all my notes and couldn't find and recommendation by the officer.

Only place I saw recommendation passed is about eligibility assess when they calculate points etc. All security related are white out and hence not visible.

It looks that CPC send PPR to FSW-2014 applicants once in a while to show that they are working in our files! This is absolutely disappointing! :'(

I am a QSW applicant transferred to the CPC Ottawa, living in Montreal with a temporary resident visa.
My ECAS is as follows:

We received your application for permanent residence on June 09, 2015.
We sent you correspondence acknowledgement of receipt on Sept 01, 2015
We started processing your application on Sept 01, 2015

Surprisingly, on November 09, they asked me to send a certificate of criminal record check from Royal Canadian Mounted Police (RCMP), which I sent within a week.

But no medical request so far.

My questions are:

Why do you think they asked me for RCMP first?

Shouldn’t they send me medical request first, as it is the case with every body here?

Do you know any other applicant being asked for RCMP, before sending him the medical request?

Please help me...

Don't worry they don't go in a specific order ..
Loads of time they ask for the police certificates first ..
Just be sure to provide all the documents ASAP ..

I did some research on "recommend pass" shown on the notes. It means that a final review and a decision has been made. It doesn't show it on ecas until they issue the RFV email.

That's what the call center agent told a CEC applicant today.

That's good news for everyone who got it on their GCMS notes ..
So you guys would be the first ones in January to get PPR ..hopefully

Yea and maybe before January. Ottawa is issuing PPR on a daily basis for other programs after a ling hibernate.

Again, I have recommended pass and another friend has recommended pass only when they originally were determining whether the file is eligible for processing - before medicals, before any other documents requested. Evident from other friends gcms who already have been granted PR- it seems the Decision made is immediately preceded by ppr email. I strongly feel our files are not yet "decision made" otherwise the golden PPR request should have been already there. They make the decision and send out requests at the same time. Not months after they have made the decision.

Yes. I'm mid October and friend is late September applicant. Both currently in Canada.

I think I will add my voice to yours. I have been "recommended pass" one day before they asked me for the Medicals and RPRF payment which was in late June. After I completed the medicals and payment and the results were uploaded in the system I heard nothing from CIC. I also agree that DM is preceded by the PPR mail but not necessary to be immediately and right away, as some cases take around one month to get the PPR mail after they have been granted by DM. In my opinion its either 3 things that are causing the delay:

1- CPC Ottawa has ran out # of quotas of 2015 and we will need to wait till the start of 2016.
2- Our files are still undergoing the Background/Security Checks which are conducted by a third party.
3- Giving the priority to other immigration classes such as EE or the Refuges and after they are completed our turn will come.
