I have no idea how you understood this from what I said. Even though we don't know for sure how CIC or any VO works, we can certainly look at the trends and form some sort of rational opinion. After all that's one of the reasons why this forum is so helpful. And it doesn't hurt that some predictability provides some comfort while waiting.

Trying to figure out how they work is not exclusive of waiting and hoping. We can do both at the same time.

Ottawa sends MR directly without AOR. It usually takes a month or two from PER to get MR from Ottawa. But if you just added your wife, you should expect some delay.

NO , actually i don't know a single case received an AOR from Ottawa!

A CIO agent told you that? Once the file gets transferred to a VO, CIO DOES NOT send any mail/email. And once file is transferred, CIO can't give you information about your file since it's not there anymore. So the person is probably giving you wrong information (not uncommon). An AOR is received from VO and not CIO, so I have no idea what letter the agent is talking about.

Ottawa has never issued AOR to applicants in this forum.

Need help. For those who are familiar with Toronto, Can you please guide which ares are good for family to live? One of my friend is moving to Toronto in March and he wants to do apartment hunting based on location. his budget is $1500 - $2000 for 2 or 3 Bedroom apartment possibly in High rise buildings. Please give names so that I can look on google and find apartment. Appreciate your input.
