Just to understand it more clearly, is a consent letter (for passport stamping in India instead of US/Canada) required from CPC Ottawa in this case?

No. At RFV stage processing is complete and stamping can be done at any office. This doesn't require changing primary Visa office in GCMS, hence no consent needed.

I received the decision letter couple of days back and it states CIC hasnt received the FBI letter. I have emailed/faxed copy of all proofs, including letter from Fedex stating it was delivered, with the name of person who signed it ( "YVES"), copy of GCMS notes, and email that was sent to CIC confirming that FBI letter was sent over to them way back in December 2014. I called CIC yestreday and explained to them in detail, and they seem to be denying that CIC has got my FBI PCC. They asked me to submit the proof i had, and highlight it appropriately to showcase i have done my due diligence. Attorneys also contacted me, and they told me they are sending a legal letter to CIC asking them to reopen the application today.

I am half dead man now ( as everyone knows we start the process 1-2 years before and work towards it ), and my other half is still hopeful for justice.
