I had an issue with my Indian PCC. I applied for it on 1 Oct 14 and till date I have not received it. However, the person at the BLS visa center in Canada told me that it will suffice if I send the receipt of my PCC application to CIC. It worked. CIC did not ask me for Indian PCC after that. I am not sure if the same would work for US PCC. Possibly you could send the receipt up front and later send the PCC when it comes along. It may expidite the processing of PPRs.

Thank you for providing some insight as to how the Visa office handles PCC certificates. I have been constantly worrying about my FBI PCC. I have very little confidence in these guys, especially since quite a few folks on here have indicated that they had a number of issues with their FBI requests (sending the PCCs to the wrong address, even after informing them of a change, certificates getting "lost" in the mail, etc. etc.).
Now if these people did not take such an insanely long time to complete a request, it would'nt be as bad. But to wait like 4 months and then bam! they tell you your prints are rejected is simply unacceptable. The visa office is most likely aware of these issues, and so it is good to know that they are flexible, as long as one can show them that they've really tried their best to obtain one.
I have evidence of submission and then plan to get a state PCC from California (I have only lived in CA since being in the US). I also do have an old FBI PCC that I had obtained in 2005 for some odd reason. So in a worst case scenario, I'll probably send all of these with a detailed explanation letter. Hopefully that should be enough (**crosses fingers**) to satisfy them
