It sounds to me like your WES report shows you complete two years of undergraduate studies. Completing two years of studies is not the same thing as completing a credential.

In other words, your WES report shows you studies for 2 years - CIC wants to see that you actually completed a diploma or degree.

That's what I'm reading.

Thank you for the response.

Two years BA is equal to 2 years of UG study which is completed. A two years Bachelor is itself a credential that is completed.

What I think as WES did not include Lab Tech diploma in its Assessment, I guess thats why they have refused

I missed this in your first post. Yes - this may very well be the reason.
 
I don't really see a solution if WES didn't recognize or include your Lab Assistant diploma in its assessment. If you can get WES to include your Lab Assistant diploma then you can try applying in again sometime in the future (if you meet the requirements at that time).
 
"undergraduate" degree is 4 yrs in Canada (8 semesters). This is after High School (intermediate of Pakistan)

Two year programs are usually considered certificate/diploma level, not degree.....therefore a lower score on points level...or not equivalent to a degree.

You can go for Masters degree maybe then they consider it 4 yrs bachelor degree equivalent.... Ask WES for details if you can get ahold of someone

undergraduate degree is 3 years too in Canada, as mine was recognized by WES 3 years bachelor degree and originally it is 4 years

The way I read it; it says that you may had missed out sending your Matriculation and Intermediate Certificates to either WES or CIC. And you might had only sent your BA degree. This could be the reason of rejection since they did not find any certificates for Matriculation and Intermediate. As you look at the email; it says that CIC did not find any "Canadian Secondary Educational" credentials which is obviously corresponds to Matric and Inter in Pakistan.

Please confirm if this is case whereas you had not sent the secondary certificates.
