It won't matter. get if from either places which is more convenient.
PCC from PSK can be issued same day.
Also, PCC doesn't attest you address rather it's a security clearance provided for an individual by Immigration Bureau India to pave way for issuing a Canadian Visa.

Need some urgent clarification .... We are staying in gurgaon and the application which we filled has Gurgaon address as our communication address.
But as our permanent addr and other important documents(passport, address proof) have our Delhi address , so we are a bit confused about from where to get the PCC made ? Delhi passport office or Gurgaon ?
Also , how much time does the pcc would be handed over the applicant from delhi office?

Dear Nakul,
Better visit commissioners office and obtain PCC which quicker than receiving PCC from RPO.

Below process followed by me for obtaining the PCC from Faridabad (haryana), You can go to Gurgoan commissioners office.
1. Day One - taken PCC form from Commissioners Office. Paid the fees.
2. Day Two - Taken filled forms and submitted to local PS.
3. Day Three -Given address and ID proofs of WItness and their sign on PS PCC format and submitted the same to PS.
4. Day Four - PS handed over the report on their format along with attached to the PCC form and same day i have submitted to commissioners office.
5. Day sixth - I got the PCC.

In the AOR mail, nowhere is written about pregnancy

"You must notify CIC of any changes to your application. Examples of changes include:
• Changes in your personal circumstances, such as birth or adoption of a child, a marriage or a divorce"

So u needn't tell them now. When u get MR, the doctor doing medical will inform VO about this.
