3012 here but no second line update, it's been more than 110 days since I received PER.

I am an Indian citizen residing and working in California, US for the past 9 years. I had applied for Canadian permanent resident (PR) program under Federal Skilled Worker program, 2014 and I am asked to submit my passport to New Delhi, India within 30 days so that they can issue permanent resident visas. (My VO was new Delhi even though we were in US)

Because of some personal constraints, it would be difficult to travel to India in the next 30 days. So, I am wondering if Canadian Consulate in USA (Los Angeles/New York etc.) can issue these permanent resident visas.

Raise a case specific inquiry to New Delhi office and request them to allow submission of passport in LA or NY office. Normally they do allow this

NOT NECESSARILY - Interview occurs post medicals too before visa stamping stage or ppr
 
I have just noticed that yesterday congrats msgs were less while ppr/ dm msgs were more. Ndvo on full speed.ppl were busy in celebrating. Me too. :P
