I suggest your friend do the following immediately-

Ideally retake IELTS/CELPIP...but since the VO has given only 30 days' time this is likely not feasible...Hence he should appear for the 2 other internationally-accredited exams-

a) TOEFL or b)PTE Academic

Tell him to drop everything else for 10 days, prepare for the exam and get an excellent score..Submit the scores to VO also reassuring that he is also ready to retake IELTS anytime and get a better score (and if he had any personal problems/issues during his IELTS exam that may have brought down his score it'd be a plus to mention that s well)

Simultaneously he can also do the following-

a. Get a Reco letter from his College/University level English teachers attesting to his proficiency in English
b. A testimonial from a student how he has helped him/her in improving English
c. Basically any document that proves his English proficiency....

Seniors can also chip in with additional viewpoints...Good luck to your friend!!...I am sure he will sail through... :)

Whats ur IELTS score? If its less than 8 and you said you are English teacher, they must have got question on your ability to settle in Canada.

Is the cap for 4011 reached or not
