Without reading these documents (reading supporting proofs of your claims) the officer cannot decide if these documents are sufficient and acceptable or not. At this point the officer makes a match between the NOC descriptions and requirements and your professional experience description. This is how they find if there is any discrepancy or not. Then they charge your mode of payment. A senior or a second immigration officer checks later the application and documentation to confirm or decline the decision taken by the first officer. At this stage you get either a PER or an NER. This is one of the reasons why most applicants with a cc or dd charge get always PER later because CC is charged when there is a high certainty that the file is complete and all in order.
