You'll have to pass initial review to be "in the cap" this is where they gives out PER or not

I understand i need to pass the initial review..However I believe 2173 is already been capped out, then how could they send the response that my appln is under review..

One of my friends, Colombo VO rejected after medical and RPRF ( in Colombo VO, MR and RPRF request is altogether) due to JD varies. :-\

What is the reason of rejection?

I am 25th June applicant. Application Received 3rd July. PER on 29th Oct... NO MR or Second line yet.

you should count yourself as July 3rd applicant. It is tracked by the date application is received at CIO. However, wish you good luck for your case.
