Even though it wasn't mentioned in the email that medical receipt needs to be delivered still I sent COPY of the receipt.

Pal the general rule is that upon receiving the request letter from VO, one needs to send all the request documents along with the original receipt of the completed medicals and the request letter attached to the VO.

PS: Also the demand draft for RPRF only if it was asked to be submitted by the VO, it also applies for any pending PCC..

The PER email itself uses a very similar term: "Positive determination of eligibility" so I am sure they'll understand what I mean because both CIC and VO employee know whole process very well.

No I haven't yet applied for GCMS. I'll probably wait for VO's response to my CSE then decide.

That's it. If CIC thinks it's not necessary then all good, you wasted few bucks for sending out a cheap courier!

I believe it's each candidate's own responsibility to try their best to give CIC best chance of giving best decision on your visa application. If applicant him/her self is lazy enough that he/she is finding it hard to send out a simple document then it's unfair to expect CIC employees to work hard for us, and send out MR, PPR etc. on time. In fact some guys in here were expecting CIC employees to work during Christmas and New Year, which is inappropriate I think!

Never meant to challenge your answer Jaxon911 dear .... only in case of som employers, it is not possible to get updated letter easily. So .... the concern. Anyways, thanks for your detailed answer.
 
I called the IVR but the agent said he could not attend to me because I am calling from outside Canada. How else can I get my UCI# please help?

What should be ideal way to contact them?

I know you didn't mean to challenge it. But if I were you, I wouldn't really consult forum about it. My point is that in the PER email they clearly mention that you should update CIC on any significant changes in circumstances, and change of work location is significant. And I mean there is no harm in informing VO but there can be harm in NOT informing them so choice is obvious, spend few bucks and courier documents to VO or at least submit a CSE. Paragraph below is coped from PER email:

Please inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, submission of an Arranged Employment Opinion approved by Human Resources and Skills Development Canada, change of address, change of e-mail address, change of immigration representative, etc). Please include a letter identifying what the changes are and any relevant supporting documents. If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals
