1. RPRF fees is $490 per adult and No fees for dependent children. is that correct ? yes
2. How to pay this fees via credit card ? yes if you want to
3. Do we need to do medical for a 2 year child also ? no

Last date of payment charged is 20/10/2014 as per the spreadsheet. So most likely these applications are near to that date or may be few days later.

That is why i am telling you to apply for saskatchewan immigration as well.

You can not claim this as of now. How do you know that there are more than 70 applications in November for your NOC.
You still have hope but should also try Express Entry or saskatchewan .

this is normal considering inventory allocation to clear backlogs and 2014 applications.. making way for online processing of EE applicants for 2015

Dakar processing will be fast. may be no verification / no interview. I think visa chances high compared to ndvo.
