No. It is completely wrong. They will accept applications till 31st December.

2241 for sure.

2133 has 777 applications from May 1st to mid to end October, so about 5,5 months, or 141 applications per month. So it is possible the cap was met somewhere in the beginning to mid December.

Also, if you have the option, why wouldn't you choose 2241?

Finally, please don't use yellow / orange color as it's difficult to read.
