Also, my friend no longer has that old passport plus any details of the UAE visa which was issued 11 years ago (as for applying for fresh pcc you must have details of UAE visa).
Can CIC grant waiver for pcc or accept the one that was issued at the end of his stay, since people normally dont maintian that much old passports and documents.

As per my Info.....you have to provide PCC for the countries you lived in for more than Six months in Last 10 years...Since, in your friend's case he left the country 11 years back there is no need of PCC from Dubai.
 
CIC will never be anoyed ,
for each application thay will deduct fees,
if you strongly feel you can send second appln.
at later stage you can cancel any one
by writing to your VO

CIC tried to charge me twice on Saturday at 10.03 & 10.06am, my stupid bank declined it twice - of course I called them before to authorize this transaction... they still declined twice.

Now they assured the transaction will go through... I worry so much if CIC will try again, os my bank will run it...

OMG I can't stand it >:( >:(

You can apply from PSK or from the police department directly. For passport PSK, go to their website and take appointment and if the address is same then PCC will b quick and if address is different then police inquiry will be initiated. In any case, the process should not take more than 3-4 weeks at max.
