Contact any bank...ICICI, HDFC, Bank of India etc....they will issue you the DD in CAD...I got it from ICICI...
It has to be payable anywhere in Canada

You will get UCI number once you get PER mail. You can login https://services3.cic.gc.ca/ecas/authenticate.do and enter the UCI number and check the status. You will receive PER on email

For accessing the ecas use this link https://services3.cic.gc.ca/ecas/authenticate.do?app=ecas but you should have an UCI number.
Notification for further processing arrives by email unless you haven't specified any in your forms.
