You can do it right after PER as it will be deemed valid for 1 year since issuance at VO stage
 
Nope dont wait for MR-PCC request.

PCC can take time if your passport address is different from current address.

Take Appointment online from PSK or check if walk in is allowed at PSK.

Pune PSK stopped walkin for PCC.

Most likely u will get ur MR with in 60 days from PER....and your PCC should not be older than three months at time of sending it to ur VO...so YES...as u get PER you can start applying for PCC...

If you opt for getting PCC from PSK and if your current address is same as in your passport then u will get PCC in an hour. Bt if the address is different then it may take upto 30 to 35 days as it happened to me. So if the adrress is not same as in your passprt then i wud suggest to apply for PCC immediately after receiving PER.

This is wrong. VO considers PCC valid for 1 year unlike CIO.

at this time ur PCC will be valid for one year...PCC should not be older than 3 months at the time of sending application to cic....

As far I see no advice like that at mail.

I got PER on 03 Dec 2014. When can I expect MR ? keeping in mind the Christmas holidays. NDVO also have Christmas holidays?

They ask everyone to send a copy of passport(biopages),so dont worry. Address of the visa office is mentioned as the signature of the email u have received. You might have sent PCC along with the application package and hence it mite have not been requested again, Rest everything is fine. This is exactly one is asked for, when one receives medical request.

Just chill and be relaxed.
