Don't know the insights of the contracts but for sure there is a "fee" that should be paid to the government in compensation. Right know, the health personnel working abroad is one of the first sources of income of the country.
- The laws have changed a lot in recent years. In my particular case yes, I can leave the country whenever I want and no punishments at all. When finishing the Uni I did the two years working for a Cuban company as the law says so I am clean know :D
FSW is a well known immigration program and nobody stops it, you are free to apply if you want and meet the requirements....

Very nice to know! I was under the impression it was very closed yet. I would love to find out more in Toronto over some beers in a few months ;).

i have also updated file transferred entry in SS.

Oh thats sad .. Then how do we know that if there is a ray of hope .. Seeing our NOC numbers going up we might think that October and November applicants are in or their completeness check of some is them is successfully over ..

I think they should someday soon.. Cause October November and even a Few December Applicants could know whats their status .. Atleast for some of the hot NOC's .. Fingers cross.

This is a theory, they might update a NOC reaching the cap....

Well, the hectic nature of previous updates have shown that CIC doesn't exactly care about applicants learning their status.

Has it happened before? That just one NOC is updated .? I think they always update all the NOC's don't they.??

Yup they have done it before.... you can refer CIC cap in SS if intrested Look for CIC cap update of 10th October

Yes, I had a hope that they would speed up processing times and that I would get my per in 90 days, but I'm already used to the idea it will only get here in 120 days :/.

I'm gearing up for EE now because I know the first draw will happen before my PER :-X :-X

I am also of belief that 120 days is the average but I am hoping for 112 days like most applicants. It's just that these updates from different users around the world make me wonder if they could really be increasing the speed but I guess only the CC charge could go fast as to finish CAP as early as possible.
