I can give you 100% guarantee that CIO NEVER sends apps back with courier companies.

Hi oadil,
I don't think it's a problem, all information CIO asks from an applicant is already there. it should be completely fine.
as per my understanding, CIO only returns or rejects applications if there's solid evidence that the application is not eligible for processing.
otherwise, all is fine. wish you good luck.

Here's what the PER email mentions:

"Please inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, submission of an Arranged Employment Opinion approved by Human Resources and Skills Development Canada, change of address, change of e-mail address, change of immigration representative, etc)."

So, pretty much anything that can impact the processing of your application should be updated with the visa office. As such, travel AND change of job to a travel-restricted country should definitely be updated.
