How should I send the addendum? Should I send it mentioning the applicant name & NOC only as I don't have any UCI number yet?

No dude CIO will not ask for any missing document.

As you have missed translator affidavit, you should send an addendum to be on safer side. Though we have seen some people got PER without translater affidavit, but its a risk, it is clearly mentioned in documents checklist and if your file come to the hands of some nuts head.

But the challenge is that there is no charging happening for 2171 post reaching cap........

And waiting should not lead to ending of other noc as well....

But again filling application will be a pain...
