Hi Abhisk,

Its a tricky situation and most of the reputed employers in India deny giving such letter , as this tentamounts to supporting attrition from company and no manager or HR guy is ready to take an onus and support an employee if they ask for something like " Need a reference letter due to immigration" as this means they will support you with a letter which will eventually help in attrition from the company. Hence they will always say no to this.

1) Question is how to get it ?
2) And what are the alternatives to it?

First I will reply on the second question, if you are attaching all your offer letters, appointment letters, promotion letters, pay stubs , email from HR denying that they can't give you a reference letter, Immigration authorities do consider ( My experience with many similar applicants including my own case ), all such letters will corroborate the fact that you are working with xyz employer, from a particular date, at a particular remuneration and as a full time employee however immigration needs a document which can corroborate and answer " What are you exactly doing in this particular role or designation "..So unless you have some documents which are not made by you but supported with third party evidences, you are through. Now you are stuck in a square 1 situation. I will answer this in my second question below.


How to get a letter from the company when the manager don't provide the same?

I am sharing my experience which I faced with my employer and shared this with few of my friends on forum as well and they all have been able to get the letter by putting their questions correctly to the HR and their manager:

a) You write an email to your company HR and ask for general roles and responsibilities applicable in your company at your designation or band level. Some companies keep such details on interanet as these are for the employees to be clear as to what is expected from them at this role. Take the prinout or take a photocopy if HR provides you the same in case intranet doesnot have it , and get it stamped from HR stating that these documents are genuine document. This will solve your problem and you can attach an affidavit stating that your company doesnot issue specific reference letters to employees and hence Standard roles and responsibilities are attached to cross verify as to what a person at your level is doing in the company.

b) You can write an email ( Dont go verbally ) marking a copy to your manager and request for a reference letter containing what you are doing in the company as you need it to submit for higher education purposes. ( Anyways if you are immigrating, you will need it for higher education, so you are not lying to anyone ) at the same time by giving educational reason, you are not putting HR guys in to a mode that they are supporting attrition and every company supports further education for their employees. If they ask for requirements, you can share WES ( Evaluation details )as these are doing evaluation for educational purposes and immigration both. So by stating educational reason, you will get a letter from the company with a reason that this letter is being issued for further education purposes. When you get it, you can explain it to immigration that your company doesnot issue letters due to internal compliances however for further education ( If you are going to canada, you will have to study and this letter would be very helpful at a later stage anways) you took a letter from company for educational purposes and describes as to what you are doing in the comapany . I took one such letter from my employer for Australian CA a year back and employed with the company for 5 years, immigration accepted as all the duties were mentioned there and I didnot take any fresh letter but provided other supports that I work in the same company, full time , designation etc..

This way few of my friends have taken one letter and used it to support their immigration file as well as their further educational requirments by sharing one common letter.

As long as you are able to justify and honest with your application, you will be through.

Since 8/28 is 10 days ahead current majority charge dates, maybe 8/28 will be the cap date of NOC 2132.
They have played the same trick on hot NOCs like 2174 and 2173.

Quick question: How do we know if CIC actually processed 1000 applications?

what is your definition of 'processed' ?

If you mean completeness check, then there isn't really a way.

If you mean PER, then spreadsheet is the best pointer.

I am a 9th June applicant received PER on 04th Oct. I Send an email to NDVO last week with regards to my Application Status and below is the reply I got from them today......

Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.

Please be advised that your file is still pending the initial review by the office. At present no action is required on your part. Once the review is complete and next step is detemined, our office will contact you with further instructions.


Can anyone explain what does this email means..... Have they not started the processing of my file yet is it still in queue .... Or they are waiting for the Background Verification to get complete.

Please need some comments from seniors on this......

However, my suggestions to anyone preparing an experience letter is to ensure that the 'keywords' from the NOC Duties are used and preferably elaborated in your experience letter.

This is a smart way of covering all corners.

I received my PER email on Nov 11, 2014 (July 16 applicant). When i checked my application status on CIC website, it shows as "in process". When i further click the link, it shows that "We received your application for permanent residence on July 16, 2014". When i checked the "in process" status table on CIC website, it comes after "visa office eligibilty review complete" tab.

Does this mean the my relevant VO process is over and now i should expect for medicals or VO will still do some background checks and may require some clarfication / documents or may call for interview even?

Yes! this is exactly what it means. Can you please post the link where the "status table" is mentioned?

Syed, nothing alarming. NDVO is still on your file doing background checks, post whic they will send you the MR request.
You can also check the ECAS status - what does it say -In Progress- We have started your processing on so and so date ?
