No fluctuations. Inr is fixed at Rs 26700 irrespective of currency fluctuations while cad payment is cad 490 Per adult.
 
I'm 27th August applicant for 2173 and now i'm really worried about if this noc is already capped because the last date of CC charge was 11/8/2014 applicants. Any suggestion ?

I know that...I guess I wasn't clear. On the spreadsheet there is a column for RPRF Received. How you people know when it's received?

NOC: 2281
Visa Office: NDVO
Visa office start processing date: 8th Sept..

Guide me, what should i do.... :(

Yes PCC will be valid. This "not issued before 3 months" clause is applicabe when you send PCC with initial application.

fbi clearance is required only by applicants having spent 6 months or more in USA.
