Well... I don't know what to say regarding this issue.... but I have a free advice... :D

Advice: Why don't you get legally married (nikah or paperwork etc) now, add him to your application, then get socially married (rakhsati etc.) on February 08 and go to Canada together? ;)

That is a good solution but they have to provide documents like after marriage photos, before marriage photos, marriage ceremony photos, marriage certificate, etc.
Now providing photos will be a tough job as court marriage is different compared to ceremonial marriage.
 
just received the PER mail from CIC as Positive.
Application Received: 25th June.
CC charge: 10th October
PER : 24th October.
Noc: 3112.

The e-mail you received should have instructed you. Different VOs may be different, but my e-mail instructed me to submit all documents together, and within 60 days.

Addition of your would be spouse is not a good idea at this stage. As it will delay your process too. SO get your visa first go to canada and then sponsor him.

You cannot add your husband to your application after you get your visa and before landing. If this happens, the your visa will also be cancelled and a new one will be issued whenever your husbands processing is completed by the VO. Also, you cannot land in Canada after you get married and without first adding your husband.

So there are two options for you. If you get visa before you get married, then go and complete landing before marriage and sponsor your husband through family sponsorship. Or, get married in paper and add your husband right now.

Edit: Another option is to communicate with the visa office right now about the impending marriage. Give the invitation letter and all the supporting documents and ask them proactively to delay your current processing until after you get married and add your future husband.

That would make bringing him to Canada WAY easier than sponsoring under Family Class PR.
