There were a few entries which were charged later. Hence we can only assume that it was based on Completeness check.

Personally, I believe it is neither based on completeness check nor PER. It may be as simple as calculating the number of 2174 applications received multiplied by a safety factor, say 150%. Thus, as soon as CIC received 1500 applications under 2174, they updated the cap in order to tell the whole world that they've got enough apps to close the NOC at 1000 PER's.

Those who think that the cap is based on completeness check need to justify the unexplained jump that the cap took from 817 to 1000 in a couple of days.

It's very interesting formula... but what i can't understand that how is the number of applicant for my NOC on 9/10/2014 (the last real cap from cic) is less than the number of applicant for my NOC on 30/7/2014 ?

I didn't clearly get your question. Of course it should be less. The number from the past should be less than number from future

The number of applicant for your NOC on 9/10/2014 (the last real cap from cic) -817 - includes all applicants until 6/13/2014 (the last per date for 9/10/2014) - 301.
For future, for 7/30/2014 there are 348 in SS. Only 47 SS-applicants after 6/13/2014.

817 <=> 301
X <=> 348

X = 817*348/301 = 945 ( 945 less than 1000 => you are in cap )

Is it more clear for you?

I received PER yesterday.....
June 23 applicant DD
NOC 1123 Self Employed
SS updated accordingly......

would like to mention that :
1) used old generic form (updated on June 17 and I had mailed on June 18)
2) did not write name in native language but written NA
3) left liabilities box blank

Some Mistakes That I Made:

Used Blue Pen
No Name on Birth Certificate (I got it translated though)
Typed Wrong NOC Code (for irrelevant work experience)
