I sent an inquiry regarding the same purpose to Attorney David Cohen office, and they replied by the following:-

I should explain that all applicants are required to submit General Training IELTS results in order to be considered eligible to apply for Canadian Permanent Residence through the Federal Skilled Worker program. However, I recommend that we start by preparing your application now. My law firm will then be able to provide you with important information concerning the IELTS, and the nearest testing center, once we formally begin working together.

Based upon the details you have provided to me, you would want to try to obtain at least the following minimum scores on your IELTS:
Speaking: 6.0
Reading: 6.0
Writing: 6.0
Listening: 6.0

In addition, your spouse may also provide IELTS results if you wish to be eligible to receive additional 'Adaptability' points in support of your application. To do so, your spouse would want to reach the following minimum scores:
Speaking: 4.0
Reading: 3.5
Writing: 4.0
Listening: 4.5

I have another question though. I have a conviction for dangerous driving. Unfortunately it is deemed as a criminal offense in Canada which makes me inadmissible to Canada. I wanted to apply for a rehabilitation to overcome inadmissibility and emailed to Canadian Embassy in Australia.
They replied that I don't need to apply for the rehab as I was 17 years old at the time of conviction.
Now my visa office is Sydney Australia and I am not sure whether this is going to be a problem.
Has anybody dealt with this kind of problem?
Where can I read instructions on the spreadsheet to enter my data?

My friend got PER yesterday evening - His file was 24th June

did you send a PCC with your application in the first time or did you wait the request?
 
For Medical and PCC, we get 45days time to submit it.
Likewise for Passport Request, how much time do they give us for submission ?

But prior to that you need to provide evidence for applying as common-law partners that would prove that you had lived together for 12 consecutive months (utility bills, household books registry, bank statements with two names). A joint account may not suffice. Also you will need a strong cover letter describing the nature of your relationship.

Not to mention it must be honest. When they learn it is non-sexual, they will see it is not a common-law partnership.
