i think in this case you should do following thing

-send indian pcc with MR receipt to NDVO
-also take print out of official FBI website anoucement where they define the issue of late pcc send
-on thus basis you should request time extention from NDVO by letter with your sign and other info about your application like client id, file no, etc

My recommendation will be to send all the other documents that you do have at present (or can acquire in the near future), ex: Indian PCC. Get your Meds done and pay the RPRF.

Then along with the RPRF Receipt and the Indian PCC, send a cover letter to the VO stating the ongoing issues with the US PCC. Attach any supporting reference from the FBI site that you can.

In the meantime monitor the FBI Progress and keep following it up with them diligently.

Here on on-wards the discretion would rest on the VO and they may notify you of any change of timelines (if permitted) regarding your file.

GCMS notes are record of notes which Visa officer made while working on your application (at VO stage). So if your application is getting delayed or facing any issues then you can order GCMS notes to see what can be the reason behind that delay or whatsoever.

Ordering GCMS at early stage is of no use because there will be no notes in it.

FYI: Notes are generated on that day or possibly next day from the day you submit your request, and its sent to applicant after a month. So, the notes you receive will be 1 months older.

Another thing is do no re-order your notes if you haven't received your previous notes because if you re-order it again then it will change your order date to latest one.

In real, my profile is very much suitable with 2174 as I am the software Developer with SAP-ABAP technology.

In 2013 - I applied under 2147 as I was sure that I wont reach 2147 NOC. But the file came back as CAP got filled even for 2147.

In 2014 - my process consultant suggested to use the same NOC - CIC might have noted my previous NOC.
Now CIC returned my file stating that my profile doest matches the NOC Responsibilties.


And DD has not been charged, the whole file came back :(
 
I believe there are lot of people in same boat because of delays in USA PCC. If NDVO receives significant amount of such queries/requests, they may start giving the right timeline to submit PCC. 30 days is too less by any measure if USA needs 4 months to process it.

They may not want to consider one off case but a whole lot of people facing same issue and requesting for extending timeline may make them change things.

It is better to send a revised/ new form as an additional document in a labeled envelop " Additional Documents for application submitted on mm/dd/yyyy" to cio. Make a cover letter and state your concern and give as much as info of your original application.

Also send an email on the day your new courier is delivered with the details of same and send a copy of your cover letter and new form in the email
