Canadian experience is a very important part of getting jobs. Experience outside north america is not considered of too much importance. having candian education helps in comparision to foreign degrees.
I have encountered two types of situation with employers
1. Those who care only about your knowledge specifically for technical positions IT/ Engineering. Make u go thru 2 3 rounds of technicals and if u pass those they wouldn't care too much about ur credentials
2. Some companies are sticklers for Canadian education and experience in which case u have to update ur education or slug it out building ur experience in canada

When u say North America experience does US also count, as I am working in US for last 5 years...

This doesn't look like a miracle to me. 2174 cap filled up on Fri. Mon was a holiday. So today they charged CC for those that filled the cap... pretty straight forward. A few could get rejection at the PER stage, which could lead to more CC charges for 2174 down the line. Who knows, you may be the 1000th applicant. You may call that a miracle if you like.

10w (enquiry eligibility date) + 6-7w (enquiry processing time) = 16w/112d-17w/119d. By 110-120d succesful applications receive PER. So, if the AOR contains FILE# and so does the PER, what's the reason for going through this hassle at all? CIO has come up with these policies this year to avoid communication with applicants :-X

Im sure you will consider it a miracle if you were in his shoe. =) as an applicant, seeing the cap full is heartbreaking.

Not sure why CIC is just taking ages to reply to our email. Counting days since aug 28. Has anybody around that time got a response from CIC . Please update

Sure you can use that PER email. Send them a copy of application that your wife is also on the application for their record purposes.
Converse with COC Office over email, that's the prescribed manner for non residents.

I don't think someone can apply on your behalf but with a proper authorization letter the person can collect if COC agrees or else they'll send it by post as per the process.

I think the reason Century suggested that is for people to make an inquiry to know if they are rejected (worse cast scenario) as sometimes it takes 6 months for the application to return and 6 months is a very long time to wait and then receive bad news. If you get PER, then you will know at around the same time, so no harms done.

I actually appreciated this suggestion by Century a lot and gave him +1 for it :)

I got a response from them yesterday, I emailed them August 27 regarding any status update. Their exact response:

"Your file is with our office and is undergoing initial processing. You will be contacted further in due course."

I'm a 2174 - June 20th applicant.
