the below link states "If recruiting someone already working in Canada
Most people who are already working in Canada can submit their FSW or FST application (with a qualifying job offer) directly to CIC to be considered. In such cases, they do not need to apply separately to ESDC for an LMIA.
There are a few exceptions, such as when the job offer is issued by a different employer than on the applicant’s existing work permit."

@gaganpal why dont u call CIC and ask them this query. they are the best in giving guidance. I had a word with them with regards to job offer and they said I should either have PGWP or closed work permit (with LMIA) in order to qualify under arranged employment. (I am on open permit). Remember the job should be full time & permanent.
Please call them and do let us know what they reply. Would be helpful for others as well.
