HRSDC department suggest you your NOC according to HRSDC requirement.

I also emailed them My JD, they told me I JD relates to 2 different NOC's: XXXX & YYYY. While I was going to apply under NOC 1212(ZZZZ), and that's what I did. I am almost through with it.

Very hard for 2174. If I were you, i'd try for 2173.

In usual cases almost everyone gets PER after charging. But if they wrongly charged someone they should give the money back. I got my money back in the year of 2008 when i applied that time. Btw, why you are being so negative? Be positive. Depending on your charging date wait for 9/10 working days. Then send an email to CIC if you don't get any response.
 
I am not trying to spread negative feelings here but I just had very long history of rejections with CIC. so I am worried. I just want to hear if CIC return 1200 dollar they Charged in case of rejection after CC charged.

Spend the next three months preparing your documents, obtaining your ECA, closely following the SME's on this forum. Make yourself well-prepared for the new Expression of Interest system.

I was first time rejected on family visa in 1996. I am Australian Citizen working in las vegas as software engineer , have 6 year development experience in Casino Slot games. But I missed last year too for 2174 and this time I applied for 2173. My parents are US residents and just gt Canadian PR too my sister is there in canada. just want alternative plans if same rejection comes this time too....

Indeed chances will be very slim in 2173 and 2171 by November and basically none on 2174. Your best bet would be NOC 2172 if you can obtain a ref letter with matching duties.

Sorry bro...As per my understanding CIC doesn't count study or training..They need "Degree" :(
