Yes it seems it worked since my new CC was charged on Friday (September 12, 2014) and CIC considered me as a 28th May applicant (the date on which my original application package arrived at CIO); my new payment details arrived on 5th June.

Can you find achiever 99's post and explain what his situation was? The burden is on you to show that submitting passport isn't necessary since the checklist clearly doesn't agree with you. I don't know anyone who hasn't submitted passports with the application to know about rejection for that reason.

Either way, since he already has passport for his child now, why should he not send it to CIC to add it to the application?

Once upon a time (year 2013) a guy applies for PR under fsw, without including his kid's passport (and mentioned a/f) after certain time he get his file back with the reason "credit card decline " (that's different sad story altogether )

But moral of above story is cic dint reject the file for kid's passport and they were good to go with it.

Old version of form will not be a reason for rejection as long as at the time of sending you have sent the latest one.

btw whats your NOC and app reached date ?

But that is the problem. I sent it on July 17th and NOC 2132.
By then June application was updated looks like. I noticed it only now.

Should I resend my application?

You have all the chances in the world my friend i read someone's signature here, it goes something like this "you may fail in an attempt, but never fail to make an attempt", so leave everything aside and apply, just make sure all you include is accurate and needed,,
