For you to get points, WES needed to evaluate your course as a diploma - not as a certificate. Since WES has evaluated your education as a certificate-level course, I don't think you will get any education points.

On inquiring with the consultant, they mentioned that Halifax is the Central hub and all docs are forwarded from Halifax to Sydney office. My Two cents:
The CIC website clearly mentions the address as Sydney for FSW applications. I dont think there exists any other address specifically for consultants, which is against their policy. If your app has not yet received by anyone, i suggest you ask your consultant to redirect the package to the Sydney address. The consultants almost always never accept their mistakes, but you dont be a victim.

I think the words (Degree or Diploma) must be mentioned in the Canadian equivalent to get the points!!

No. He will get 15 only if he assessed his high school degree and Wes gave it a high school degree equivalency. Right now, he will most certainly not get any points. We had another applicant with the exact same assessment with a rejection just a few days ago.

my question is about notarized copy of some documents
is it mandatory for all documents that included in my application to be notarized ?
for example my passport copy and my identity card and the document that prove my uncle is Canadian like lease contract or vise card statements ??

No, only documents that need translation into English or French need to be notarized.
