I have an interesting scenario here. Assuming the cap for a particular noc is 999.

Application Date Received. CC charged date. PER date

Applicant 1. May 13. August 1. August 15 8:15 am
Applicant 2. May 16. August 1. August 15 8:10 am

The million dollar question is WHO WILL TAKE THE LAST SLOT?

You only get PER if you are within the cap. In your scenario, Applicant 1 will receive PER as the 1000th application under the cap, Applicant 2 will receive his/her application back due to cap full and will not receive PER.

Dear I also applied under 0013 as I am currently working V.P. Finance & was promoted last year what do you think i can qualify or not....

VP is also very senior level. U MUST be thru (as per titles mentioned in cic website)

You only get PER if you are within the cap. In your scenario, Applicant 1 will receive PER as the 1000th application under the cap, Applicant 2 will receive his/her application back due to cap full and will not receive PER.

But Applicant 2 has already received PER as per his scenario :-X

So in this case Applicant 2 is the most likely to get the last slot? I can say this because the way CIC is working right now is they give PER to applicants not in a FIFO basis of a particular NOC.

It absolutely is FIFO. Some applications take longer to evaluate than others, thus PERs are not coming in exactly the order the applications are received. However, once the cap is approaching, CIC has a process that will delay evaluation of new applications until those already pending are cleared.
