well Im also not Im medico anyways....the way CIO uses cc like take written authorisation and signed..that wont be happening now on I think it means this may be some economics guy may shed some light on it

Canadian Immigation Authority is not a Company or a Private Organization. The regulations that apply to such bodies are differrent from ebay, for example.

The CIO will continue to be exempted from the 2 step authentication process such as VBV (Verified by Visa) until offline payment mode is brought to an end by EOI.
