Your e.g. is right but the context is different.. that guy was born in India (supposedly) not Mauritius so the BC should be from the Munic, Corp.
In "godwilldo' case the kids are born in Saudi itself... so the relevant/ competent authority to issue her kids BC is Indian Embassy itself.. (as somebody said Saudi govt wont register/ count the birth of expats kids in their population or issue them any BC.) 8)

I would suggest, you should go for affidavit along with the certificate from Embassy. Explain in your cover letter, why you have gone for affidavit. I think that will suffice.

21 Jul is way too early ... wont suggest u calling them before 5 to 6 weeks at least. Even if you get the UCI is .. it wont be of much help until your payment is processed (ECAS will not identify you with a UCI but without any payment) 8)

With call center agents .. it is highly subjective, even gender bias at times. So keep trying with couple of them (if you have free calling/ voip) you might be successful .. no guarantee :)

I want to just confirm that. It is too early for me to check this as my application has just received on 21-Jul, but this can help others.
 
If you think its true.. then why wasting time on Forum spreading a viral.. go file your Appln before Aug 1 :P

...and if you've already filed Appln. then that news/ rumor is "irrelevant" for you... just enjoy the waiting game 8)

Consultants will make you apply for a NOC even after the Cap is reached... Standard disclaimer : we will retain your fees and re apply next year if it opens with same fess... so pay now and FO !!) :P :P
