You have to show them as your dependent,provide their details, Pay processing fee along with your application.
as you have mentioned that you are showing POF for them as well, so what is the problem with not including them in Application?

if you don't mention them in your application, later you wont be able to add them.

When you say DD enchased, do you mean the enchasement date was given in PER or have u contacted bank ?

You can apply for PCC in the near by passport office (Passport Seva Kendra)

No mate, I am just only asking if it is possible. Since it's not, I will only petition them later on if I am already there in CA as this was our original plan. Thanks

As far as i understand your case, you have applied for FSW and mentioned details of your dependents in application forms
the only thing you did is not paid processing fee for them.

If you have mentioned that they are not accompanying you and have given reason for the same.
Then i think no problem with application.

I have no Idea whether you can add then by requesting your VO but sooner or later you can call them for sure.

I guess we need to refer some case like yours....ANYBODY CAN HELP??

If your application hasn't been processed yet, there might be a chance to send the remaining fee. But I am not sure hot to contact the concerned person, or if that they even let people do updates after the application is sent.

Hopefully, anybody with prior experience will show up here and answer your query.

But I 'guess', because the rest of the family is not being 'evaluated' as such, so whenever they contact you for other things, you can ask CIC to let them make this update.

I guess you have misunderstood him like me :)
He has provided details, just not given processing fee.
and as per CIC guide
Step 3: Pay the fees
Processing fees must be paid only for the principal applicant and any accompanying family members.

He has plan to call them later, which is fine.
what he was asking , whether it can be done at VO during his processing?

I have no Idea whether it can be done at VO but he can call them to CA for sure.
