As for the numbers 1,2, 3, these are just CATEGORY 1, 2, OR 3. Not NOC CATEGORY 1,2, or 3. Category 1 is the same as NOC category (there shouldn't be a 1 after this because there is no such thing as NOC category 2). let's just stick with what CIC asks us to do, which is in their sample for both regular and courier formats.
