Yes you have to fill all forms again.

I had a similar case. I studied in Norway. And I emailed the politi office and they send me the PCC. But, it took a long time (nearly 6 weeks) to reach me.
But you can submit the application without PCC now. instead submit them later to VO.

they just receive my application yesterday by DHL

how long it will take them to check ?
they will email me if my application is rejected ?

what should i expect if i am accepted an email, or call or what ?

i did not send a police certificate with the application, but now i got it . can i sent it and mention my name now or should i wait ?

No if you select as No the text boxes become greyed out. And you do not want to write N/A by a pen on Main Application form for which bar codes are also generated. So leaving it blank is the desired option.

Police certificates

"All applicants must submit police certificates/clearances as part of the application process.

You and all of your family members who are 18 years of age and older and who are not already permanent residents or Canadian citizens will have to provide:

a valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.

Note: If you or your family members were under 18 years of age (16 years of age in certain jurisdictions) for the entire time you lived in a particular country, you do not need to provide a police certificate for that country.
