But CPC-O is sending MR, PCC, RPRF as soon as they start processing application.(ECAS Status: We started processing)
For few people, they are still awaiting for this status and they have not get ECAS status change to 'We started processing"
This means, their documents are getting verified?

Is there any ECAS status change in your case? I see in the SS, it still in process that "We have received your application"
What is your present ECAS status?

A big Yes. Also please keep in mind application can get transferred to New York VO from CPC-Ottawa for further verification of eligibility if required.

Not yet. We've seen a few forumites getting PER after 4 weeks, others even latter.

Maybe they pulled your application for Quality Assurance and this takes much longer.

how can you check your status witout PER (you can get UCI through PER)

However 3 weeks is pretty long. You will get PER soon.
