Unless there is a big problem in points or lead statement you should get PER. During completeness check they are going through lead statement (verification of job description) and making sure you met MI. (but there are very very few cases, which were unsuccessful after CC)
This is what the office quote when they returned the file stating incomplete. (I copied it from a case in different network)
The officers quote is:
" you have identified NOC code :4012-post secondary assistant as the primary occupation to be assessed. All employment letters and supporting documentation provided regarding this work experience history were taken into consideration.
You have not provided sufficient evidence that you have a minimum of one year of continuous full-time ,or equivalent part time paid work experience in the primary occupation in the last ten years"
Note: Any reference to work experience in NOC code other than the primary occupation identified on your application has not been assessed pursuant to R(10) of IRPA.
As your application does not meet the requirements of R(10) of IRPA it is considered incomplete and is being returned to you for this reason."

I received PCC and MR yesterday, but I will send them Australian PCC mean while and will ask for extension for FBI and Indian PCC. I applied for indian PCC too 1 month ago and still waiting but it is normal for India, I never received it in 3 months, they also take more than 3 months. My wife received Indian PCC in 1 week, but FBI report will take 3 months.

I do not know Indian PCC always take 3 months. Did you apply through PSK? It usually takes 1 week max, not sure what might have caused it to delay for so long??
YES, you have to write your designation in particular fields. But i think it won't be a major issue for the rejection. CIC agent can assume that you have misunderstand the question and answered all the fields as Civil Engineer. A recent POST on 'UPDATED FORMS' is making some trouble in my stomach :-\ due to following i did;
1. old cheklist form. [03-2014 version]
2. old FEE form [06-2014 version]
3. old scehdul 3, econo class[08-2013 version]
in my own understanding, it will NOT AFFECT my case since all such changes are for [age of adult dependants], '22 years and above' is REPLACED with '19 years and above'..
AFTER discussion with a friend who got PER in SEP,14....i m doubtful as last year, cases were returned due to it.. 'CIC clerk badshah' may FIX me for it..
my questions..
a- should i adopt 'wait and see' OR send 'new required forms'
b- Do CIO guys accept such addendums, when app is not reviewed. [my app recieved 14/11/14] and my IELTS was expiring on 17/11/14.
seniors plz share ur opinion and ADVISE plz.
