My application has been returned as it was found to not have the education assesment. yes it was a blunder from my side.

I need to understand two things if someone can help me

1: If i send my app on Nov 13. Will i still meet the CAP for NOC: 0121

2: Can i change the details that i have provided for my career and other work experience (or do they save some data, because below was the email i received)

its just 59 as of now so i think you will be in cap so get things right and send the Application ASAP. You can modify or rephrase the information but completely changing i don't know anything about it all the best.
anyway What changes you wanna do ?? may be that information would help us to suggest or feedback

if your application was incomplete, and you weren't charged, then they might have kept only your basics. you can freely go ahead and make any corrections you need, since they certainly didn't copy your file.
i don't know about CAP since i'm not online enough to keep track!

I am in to the same category and definitely yes If you are not charged yet, you can send your application again and you will be in the cap because it is a cold noc. But don't forget to attach your Wes report. I have sent you personal message also so if any query just call me.

Guys..finally I got a huge smile on my face when i saw the message that $1100 charged on my Credit Card few minutes back ( 7pm Indian Time) after 109 days since my application reached CIC

Now eagerly waiting for PER mail

NOC : 2133
App rcvd date : 24th July
CC Charge date : 11th Nov

For some persons who's file was incomplete they got charged and others were not. I thought if the package was incomplete everything including payment was returned. Am I wrong?

They charge your card after completeness check. If they find somethong after charging they return your package before issuing PER
could be for example only 66 points instrad of 67
