Hi, We were on the same situation. I applied for 2 NOC's, one was early June and the other was late July. As per what I learned from this forum, once you received your PER for the 1st app, call your bank to block your card and at the same time, write to CIC asking them to withdraw the 2nd application, mentioning of course the NOC you applied for, the date they received, etc. That is what I did.
Unfortunately, yours was a situation where you had no idea that the card wasn't really blocked. But I was wondering if you did the 2nd step, to write to CIC asking for withdrawal? This way, even if your card has been charged, they will still refund you your fees because you have put on record your cancellation request. FYI- your fees can be refunded before Visa office processes your application so I would suggest that you write to CIC now and tell them your situation. Otherwise, like one here had suggested, just consider the amount as a somewhat - "bad" investment and not to worry as it will be replaced with better blessings.
