Thank you Future_canadian . Should I intimate CIC / CIO about my marriage in case PER gets delayed since I remember forms / checklist suggested that any change shall be immediately notified to CIC ? If that is the case how can we do that ?

To add a spouse to your application you will have to provide all those things as though you were preparing a fresh application (such as a background declaration and family information form for your spouse, birth certificate, etc.) and you will need to update any of your forms and documents that would be affected (i.e. new generic application form, new family information form, marriage certificate, etc). You will also need PCCs for your spouse and your spouse will have to do the medical exam. Nobody knows how much time this will add to your application processing as it varies from case to case.
You can add your spouse at any time after you marry and before your visa is issued. It's very important to add her before your visa is issued (practically, before the passport request) because once your visa is issued your application is closed and you cannot add a person to it.
