The EE won't be administered on first-come-first-served scheduling algorithm. If we take Australian EOI as an example (as I am sure the CIC policy advisors did :D), you basically upload TRF and SkillSelect assesment to your profile and wait to get nominated. If you are not nominated in 90 days, your application is discarded. If you are - you lodge the application and wait for a PPR by VO. With this framework in mind I find little use for CIO at all, because, simply put, it's a large registry that administers the queue and makes sure that the applications comply with basic regulations to be processed AFTERWARDS. Initially, they created this two-stage process to streamline the program and get rid of IRPA-10 non-compliant applications that had to be addressed on individual basis by the VO sending document requests to the applicant. This generated huge backlogs and led to the termination of tens of thousands of applications because the processing times became ridiculous.

Can you pls tel me whether the no. of applications mentioned on the CIC cap list as on date, is those which are physical file received by Visa office or those which have been issued PER/File no. ??

I take it, based on this information and the returned applications timelines, that CIO has a policy to finalize completion check 12 weeks after lock-in date. Then it's either mailed back or placed in queue for charging and eligibility review.

Taking into account the above mentioned information, It can be safely assumed that:
1) Completeness check amounts to 85 days tops.
2) CC date is apprx. 110 days according to most SS entries.
3) PER as per current pace is apprx. 120 days.

Deductions:
1) Probably, if they get rid of the backlog, the whole CIO stage processing will go down to 90 days.
2) Probably, they have set this 30 business days query processing period to be submitted after 7 weeks to be able to come back with some relevant information to the applicant, as before 85 days deadline they just have lock-in date and no other comments on the case.
These processing times are too much!

The processing times BEFORE enaction of the two-stage FSWP process amounted to ~30-40 months. QSW is ~70 months.
FSWP-2014 entries so far, are completed under 11 months, which is the deadline set by GC.

I am not confident on the above information, but that is what I heard.

Thank you for your contribution. I didn't know the Australian EIO program, I'll have a better look into it to understand how will the EE work.

The 6 months time-frame I mentioned is after you are nominated by the EE. But indeed, the CIO will probably take a much different role then.

Australia boasts in immigration idustries best processing :)
I love the FSWP better though, at least we know what to expect from it. This EE is still a mistery and I don't want to unfold it =)

***** FBI PCC Update ********

If your FBI PCC request was received before Sept 18, please consider calling them up at (304) 625-5590. (Yes, they removed the number from their website :-\) Sometimes they reject applications because they misplace things that you included with the application. You never know. (I'm grateful to terkukaiku for convincing me to call them up.)

I did call the FBI at the above mentioned number, and managed to talk to a nice lady. I hope the following things I learnt from her would help others in this forum. (Please take this with a grain of salt, because this woman is not the spokesperson of the FBI. She is just answering the phones. Her understanding may not be accurate, but it is still the understanding of someone working in their office.)

  • Basically, the FBI processing is divided into three parts: First, they open your application, take your money, and enter your details (e.g. Name, DOB) into their system. Next, they scan your finger-prints into their system. Finally, they mail the results.
  • The first step i.e. entry into the system has only been done for applications received on or before Sept 18. (As of today, Oct 9)
  • Also today, they are processing applications which were received on August 5.
  • I then asked her about the new IT system that they got on Sept 7. It seems that the first entry system for the entry of details has not been updated. It is just the second system that scans the finger prints into an electronic version to search the FBI databases has been updated. It is this second system which was and is the cause of their bottle-neck.
  • I then tried to find out how much work they got done with the new finger-print IT system. Basically NOTHING! Though the new system was installed on Sept 7, they did not get any work done until 2-3 days ago. Only 2-3 days ago they have started getting results from the new system, and are now processing applications received on Aug 5.
  • Finally, she was optimistic that once the system has now started, things would be quick. For my case of receipt on Sept 9, she thinks it would be done by the first week of Nov.

Other Thoughts:
  • If you are doing the fingerprints yourself, or from outside the US, please consider sending multiple finger-print cards. That way, if one card is not clear, they can use the other card.
  • If you call up the FBI, and you are in their system, it is a good idea to get their file/record number. (Something like UCI for us applying to Canada.) It seems to be a 7 digit number, with no alphabets.

I have got PER and also got VISA INVITE from Australia Skill Select.

As I dont know weather I will get PR of Canada as you never know , Can I apply to Australia for PR ?

Can I get two PR Canada and Australia later I CHOOSE where I want to settle ?

IS THIS POSSIBLE ?

Yes, it's possible to apply for both, and even keep both at the same time (until you have to renew them when the commitment of residency comes into play). But keep in mind that Australian PR is rather expensive. Unless money is not an issue to you, you should probably decide which country you favour more and withdraw one application before paying the fees.
