The I would email them back and tell them so. In any case, you don't need to send anything now if you already sent whatever you needed to.

Submit it when they ask for it. VO will ask for PCC during MR request.

It took them over a month to get back to me. I suggest that you send your application asap as they have recommended.

bro, I already sent additional package by dhl and mailed them today as well.

now planning to file a complete fresh application just for being on the safe side.

Yes the package will complete in all respect
but few old forms were replaced with new ones but the rest will same as sended with previous package

If it's a new application, then it has to be complete with everything you sent initially, not just the updated forms.

In your second application, did you ask them to cancel your first application? I am not sure how CIC is going to process. Usually, it is not advisable to send two applications for the same NOC.
What I think you should do is tell them only of the additional document and not mention the second application. When you receive PER, you can ask them to disregard the second app. Although I don't know how you would know which application they processed. Wait for response from other people.
