Just a thought on IELTS...I have seen American citizens giving the same exam..Of course u will feel it is not fair to give an english exam when u come from USA. But consider a scenario of immigrants (from non english speaking countries) being an american citizen...so u will know its important for such people. Its harsh but fair enough. And doesn't U.S prefer TOEFL over IELTS?

Apologies for being the harbinger of bad news :( An applicant named "rohan85" had the similar case and his file was returned. You can check his details in the SpreadSheet, maybe PM him and get more details/exact wording from the rejection letter.

"language test results expired 17 days after the application has been received"

IELTS / test of English language is a must, irrespective of where you have studied.
Also the fact that the PR was unutilised will be looked at negatively.

Instead of reapplying, why don't you check with CIC if the PR can be extended on humanitarian grounds or any other grounds which you may explain to them !!
 
and yes I am going to KILL that bank branch manager who misguided me about my draft. He did it once before while I was applying for my masters degree in England.

Now in case I re-apply, I have a few questions.

a) Can my sister pay on my behalf in Canadian dollars? She lives in Toronto and if possible she can use the CC. The question is, if it is allowed or not?

b) Do I need to send a new PCC? Or any other docs that need to be renewed? My IELTS is valid till next year and I also sent PCC with my application.

But, I would prefer contacting CIC about this matter. I can call them on Monday and explain everything. Can anyone tell me their number??

Check Oscar's post to you. He has explained how you can make a fresh CAD DD and send as an additional doc to CIC to be considered with your earlier application.
This is the simplest process for you rather than reapplying.

As per spreadsheet 69 members out of 262 for NOC 2171 have been charged fees or in further advanced stages.

CIC site mentions 191 nos. to date. (again around 33% representation on this forum which is more or less in line with our estimates)

There are 172 members ahead of you as per SS who have submitted their applications before 3rd Sept 2014. Extrapolating, as per 33% representation for this NOC, we get around 510 candidates ahead of you at this stage.

191+510=701.....
So I guess you are safe as per these rough calculations.

I WANT TO MAKE THIS VERY CLEAR!!!!! IELTS is mandatory no ifs or buts!!!!

I was born and raised in the UK and English is my first language and I had to do IELTS

They both are different. "work reference letters" - specific to what CIC is asking as per the document checklist. - Mandatory
"work experience" - optional supporting document.

Contacting them and getting answer over phone is very difficult . I think you can sent a new credit card information by filling the Fees form again with a cover letter explaining the details .
