I have worked as a Assistant Professor in India at a College which is affiliated to state university. Am I eligible to apply under 4011? As some agents are telling me that as I m not an University Lecturer, I am not eligible to apply.

Even though I have a Master's Degree, I don't think I will be getting 23 Points since as per CIC the following are the conditions for Masters Degree:
University degree at the Master's level or equal

NOC 2011 Skill Level A, and licensed by a provincial regulatory body.
Note: Degree program must be in one of these fields of study: Medicine, Veterinary Medicine, Dentistry, Podiatry, Optometry, Law, Chiropractic Medicine, or Pharmacy.
I will get 22 Points if I satisfy the below condition:
Two or more Canadian post-secondary degrees or diplomas or equal(at least one must be for a program of at least three years)
But I am applying under NOC 2174 and is related to my Master's Degree but has nothing to do with the Bachelor's Degree. But will my both degrees still count? Will CIC take the Bachelor's Degree as well into consideration while calculating my points even though it is not related to my NOC Code or Job Roles?
If will be getting 67 points only if CIC considers my two degrees.
Any help would be highly appreciated. Thanks!
