If you are from India, I suggest you to visit your regional passport office. If you are not sure where to go call up toll free number on passport seva portal. My twin daughter's passports were also delayed for no reason, in the end I visited RPO in Bangalore and explained them with my case and got the passports in next 3 days.
You will need atleast half day there in RPO, make up your mind to wait endlessly before visiting itself. Waiting may be frustrating but you will get the result you want.
Please carry passport application acknowledgement, an urgency proof (a handwritten application form explaining your situation), a copy of your FSWP checklist will help, a copy of your wife's old passport. Also they work only from 9:30AM to 12:30AM and there will be huge quaue. I would advise you to reach RPO at 8:30AM and stand first in the quaue.
If the passport is for your wife, make sure you take your wife personally to RPO. Else you can take a authorization letter duly signed by her and your passport copy and some document to prove your relationship.
