I had the same situation.
1. If you decided to have delivery in Canada, medical insurance in some state may delay up to 3 months.
2. If you deliver your baby in India, you have to apply for visa for your baby, it may take time and probably your visa will be expired. then you only have to move to Canada after you have to apply again under family class.
3. Your wife has to travel between a certain period when she pregnant
4.No need to inform to the VO at all.
5.Better you deliver your baby in Canada.
